PROBLEM TO BE SOLVED: To provide a development roller which does not stain a photosensitive drum and does not deteriorate toners and whose compression permanent set is small. SOLUTION: This development roller 1 comprising a shaft 2, an elastic layer 3 formed on the outer periphery of the shaft 2, and a surface coating layer 5 formed on the outer peripheral surface of the elastic layer 3 is characterized by applying an acryl urethane resin prepared by cross-linking a lactone-modified polyol with a polyisocyanate to the surface coating layer 5.
