The method involves modeling a licitness cost surface covering a surface of an airport in which a craft e.g. vehicle, is deployed, where the licitness cost surface is defined by quantities assigned to points. Another licitness cost surface that covers the former licitness cost surface is modeled based on the craft. A score that evaluates significance of a risk of violation of a flow constraint incurred by the craft is calculated on basis of a cross-correlation function of the two licitness cost surfaces that are referred to a benchmark. An independent claim is also included for a craft`s situation licitness evaluating device comprising a calculation unit.
