PROBLEM TO BE SOLVED: To provide a method allowing the easy acquisition of necessary news information or the like at any time in a short time wherever one is by using a communication service network by the connection of a cellphone or a portable terminal, and a base station thereof. SOLUTION: In this method providing information such as news by use of the communication service network by the connection of the cellphone or the portable terminal and the base station thereof, by distributing digital data wherein the information such as the news is expressed by one or more static image cartoons to a user of the cellphone or the portable terminal, the necessary news information can be easily obtained at any time in a short time wherever the user is.
