PROBLEM TO BE SOLVED: To perform processing, according to the state of an accessed user. SOLUTION: The present invention is used for a communication device, processing policies are prepared wherein the states of users are stored and processing for requests, which complies with users requesting communication to other users, the states of the requested users, and the requested content is set per user. When a user requests communication to another user, processing for the request is determined, on the basis of the policy of the another user. In the case that the present invention is used for an information providing device, processing policies are prepared, wherein the states of users related to information are stored per information and processing for information requests, which complies with the users requested information, the states of other users related to information, and request object information is set per information.
