PROBLEM TO BE SOLVED: To provide a burner for synthesizing glass particulates that conducts the synthesis of glass particulates effectively. SOLUTION: The burner 200 for synthesizing the glass particulates is equipped with a raw material gas stream exit 210 at the center, a first flammable gas stream exit 230 in which a plurality of small diameter combustion-supporting gas stream exits 240 are occluded at the outer periphery of the raw material gas stream exit and a second flammable gas stream exit 260. Successful deposit efficiency and deposit rate of the glass particulates on the preform are obtained by supplying the flammable gas from the second flammable gas stream exit 260 because the flammable gas is sufficiently supplied to the raw material gas side.
