PROBLEM TO BE SOLVED: To provide a bending apparatus capable of precisely, quickly and inexpensively bending a flat metal plate to a cylindrical shape and overlapping both end edges of a product obtained or bringing them into contact with each other. SOLUTION: The apparatus to bend the flat metal plate P to a cylindrical shape is provided with a rotary roller 4, a first press roller 16, which has an axial center (g) parallel to an axial center (g) of the rotary roller 4 and slides along a tangent of on a peripheral face of the rotary roller 4, a metal plate support base, which rotatably journals the first press roller at its one end and slides along the tangent direction, and a second press roller 28, which has an axial center (g) parallel to the axial center (g) of the rotary roller 4 and approaches the peripheral face of the roller 4, a tip (s) of the metal plate P, which is placed on the metal support base and is protruded from the first press roller 16, is positioned toward the rotary roller 4 rather than the axial center (g) of the second press roller 28.
