PROBLEM TO BE SOLVED: To provide a portable controller for controlling a terminal equipment which can be connected through a communication network with an address designated resource. SOLUTION: This portable controller is provided with an address inputting means for scanning the text address of a resource, a command outputting means for up-loading address information from a device 10 to terminal equipment 30, and for connecting the terminal equipment 30 with an address designated resource. Moreover, this portable controller is provided with an identifying means for identifying the characteristics of the address designated resource from a scanned text address 26 and a means for fetching an application starting code suitable for starting an application matched with the characteristics of the address designated resource on the terminal equipment 30.
