发明名称 FRAME-LEVEL RATE CONTROL FOR VIDEO COMPRESSION
摘要 <p>PURPOSE: A frame-level rate control for video compression is provided to control the rate of frame level bit for video compressing process in a video conference. CONSTITUTION: A constant bit rate is estimated as to a timing window of a specified duration where the current frame to be encoded is placed in the timing window. A target bit rate as to the present frame calculates the number of used bits in order to encode other frames in the window. The method for a frame-level rate controlling video compression comprises the steps of: calculating the number of bits used in encoding previous M frame(M: specific numbers of frame) in a video sequence; calculating the number of available bits as to a unused part of a multi-frame bit allocation corresponding to the number of specific bits available in encoding N frame(N: specific numbers of frame) in the video sequence, by subtracting the number of bits used in encoding previous M frame from the multi-frame bit allocation; calculating a target bit rate as to the present frame by dividing the unused part of the multi-frame bit allocation by (N-M); and encoding the present frame by the target bit rate.</p>
