PROBLEM TO BE SOLVED: To obtain the subject readily applicable and ultralight composition having extreme softness and capable of providing a good state after application and foaming when hydrated by including a binder and a specific powdery filler. SOLUTION: This composition is obtained by including (A) a binder and (B) a powdery filler containing (i) solid particles of a thermoplastic polymer and (ii) a surfactant in a powdery form insoluble in the component A and sufficient to provide a deformable solid appearance. The particle diameter of the component (i) is preferably 1-300μm, more preferably 10-100μm. The relative density of the component (i) is preferably <0.09, more preferably <0.04. A (co)polymer of vinylidene chloride, vinyl chloride, acrylonitrile and/or acrylic or styrene monomer is preferred as the material of the component (i). The amount of the component B is preferably up to 80 vol.% of the composition.
