PROBLEM TO BE SOLVED: To provide a heating/heat insulation device, in which the control of the PTC characteristics of the planar heating element is easy, and attempts for the energy saving by suppressing the rush electric power, and uses heat-accumulating materials of high efficiency for heating/heat insulation. SOLUTION: An electrode coating member 4 which coats the electrode 3 is equipped with a planar heating element 1 that is installed in the planar heating resistance sheet 2. The electrode coating member 4 is the PTC layer that has a PTC characteristics, and the heating resistance sheet 2 does not have the PTC characteristics, or the rising scale factor is smaller in comparison with the PTC layer in the range below the temperature where shows the maximum rising scale factor of the PTC layer, or the rising temperature has higher PTC characteristics in comparison with the PTC layer. The planar heating element 1 provides heat accumulating materials 6, and the rising rate of electric resistance of the TR characteristic is less than 3%.deg<-1> below the range where the temperature is 5 deg.C lower than the upper limit value for the latent heat range of the heat accumulating materials 6, and the rising factor is more than 3%.deg<-1> in the range between the temperature 5 deg.C lower than the upper limit value and the temperature 30 deg.C higher than the upper limit value. |
