The length of the tobacco cartridge (2) is greater than the length of the cigarette paper casing (10) leading to one of either two things. One end of the cartridge is introduced into the casing and cut to the required length which is equal to or smaller than the length of the casing. The tobacco cartridge (2) is cut to the required length and introduced into the casing and the unfilled remaining end of the casing is separated when the length of the cut cartridge is smaller than the length of the casing. The tobacco cartridge has a circular cross-section corresp. to the cross-section of the cigarette paper casing, whereby the dia. of the cartridge is only 0.05 to 0.3 mm smaller than the inner dia. of the casing. The two ends of the tobacco cartridge are inclined.
