PROBLEM TO BE SOLVED: To make it possible to stably control by constituting the device so that the speed correcting signal of a converter provided on a second loop part is given to a computer correcting the speed command output from a roll speed command device provided on a first loop part by the speed signal from a converter. SOLUTION: The position signal of a first loop position detector 11 is converted to a speed correcting signal by a converter 12, and the output signal of the converter 12 is input to a first computer 40. The position signal of a second loop position detector 21 is converted to a speed correcting signal by a converter 22, and output of the converter 22 is added to a speed command from a first roll speed command device 23 by a computer 42. The speed correcting signal of the second loop position detector 21 is added to the first computer 40, and further the speed correcting signal of the first loop position detector 11 is also added to it. Hereby, variation of a second loop part 2 can be added to a first speed controller 14 without influencing on the first loop position detector 11, and hence this device is of extreme high effectiveness.
