PROBLEM TO BE SOLVED: To provide a discharge lamp lighting device and a luminaire provided with a high frequency lighting circuit having a single transistor switch device improving startability. SOLUTION: A control circuit 5 controls to fix an OFF period and to change an ON period of a switch device Tr1 and controls turn-on/off of the switch device Tr1 from its start for a prescribed period in a preheating of the discharge lamp 4, which is longer than the ON period of the preheating of the discharge lamp 4 and shorter than the ON period in the starting, and in such an ON period not as starting the discharge lamp 4.
