A user terminal that is part of a first feature, said user terminal being located within a serving cell in a mobile communication system that supports D2D proximity services, is provided with the following: a reception unit that receives, from a base station that serves the aforementioned serving cell, inter-cell synchronization information regarding whether or not a neighboring cell is synchronized with the serving cell; and a control unit that, before performing either an inter-cell discovery procedure with a nearby terminal located within the aforementioned neighboring cell or inter-cell D2D communication with said nearby terminal, uses the aforementioned inter-cell synchronization information to determine whether or not to perform an inter-cell synchronization procedure for establishing synchronization with the nearby terminal. |
