PROBLEM TO BE SOLVED: To solve a problem of instability of signal quality caused in the case that a base station freely moves, because a mobile communication system is constructed on the assumption that the base station is fixed.SOLUTION: A control apparatus for controlling a relay apparatus that is mounted on a mobile body and relays communication between a base station and a communication terminal comprises: a mobile body information acquisition unit for acquiring mobile body information showing a state of a mobile body; and a control unit for controlling the relay apparatus on the basis of the mobile body information. The control unit may generate a relay control signal for showing that a relay function of the relay apparatus is to be enabled when the value of movement speed of the mobile body is lower than a predetermined value.
