PURPOSE: A device for generating hydrogen and a fuel cell power generation system having the same are provided to reduce the whole size by removing an auxiliary power for starting a controller. CONSTITUTION: An electrolytic cell(130) puts in the transmitted aqueous solution. An anode(110) generates electronics and located in the electrolytic cell. A cathode(120) is located inside the electrolytic cell, generates the hydrogen and receives the electronics inside the electrolytic cell. A controller(140) controls a conducting between a cathode and an anode and is electrically connected to the anode and cathode. A mechanical switch(170) electrifies the anode and cathode and is electrically connected in parallel with the controller.
