PROBLEM TO BE SOLVED: To provide a mascara wherein both a wax and a pigment are uniformly dispersed, wherein the mascara has a texture thick enough to form a deposition layer excellent in charging properties for increasing the volume and a satisfactory consistency for enabling rapid application to the eyelashes and yielding a smooth, uniform deposition layer. SOLUTION: The cosmetic composition for coating the eyelashes comprises an aqueous phase and an emulsifying system, provided that the emulsifying system contains at least one surfactant chosen from (a) a combination of at least one 16-30C fatty acid and at least one basic amino acid, (b) at least one glutamic acid derivative and/or one of its salts, (c) at least one sarcosine derivative of the formula, CH<SB>3</SB>-N(R)-CH<SB>2</SB>-COOH (wherein R is an acyl group of the formula, O=CR'; and R' is a saturated or unsaturated, linear or branched 10-30C hydrocarbon chain) or a cosmetically acceptable salt thereof, and (d) a glycine derivative and/or a salt of the derivative and a mixture thereof.
