PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor, whose surface layer contains conductive particles subjected to water repellent finishing using a water-repellent finishing agent, wherein environmental variation of volume resistivity of the surface layer is less, volume resistivity of a protective layer can be maintained accurately and suitably for each environmental conditions, image defects e.g. stains, blurs, unevenness, white voids, etc. are eliminated, and high definition and dot reproducibility of an outputted image and durability to electrical external force and mechanical external force are made compatible with each other, and to provide a process cartridge and an electrophotographic device having the electrophotographic photoreceptor. SOLUTION: In the electrophotographic photoreceptor which has a photosensitive layer on a substrate and whose surface contains the conductive particles subjected to the water-repellent finishing using the water repellent agent, when a mass of the conductive particles after the conductive particles, before being subjected to the water repellent finishing using the water-repellent agent are dried at 105°C for 2 hours and the mass of the conductive particles before the same conductive particles are dried are defined as Md and M, respectively, weight loss on drying ([(M-Md)/M]×100) is 2 to 7mass%.
