PROBLEM TO BE SOLVED: To provide a high-vision moving picture test signal generator, a program and a method thereof which generates an optimum moving picture test signal for checking the error of compressed signals on a transmission line. SOLUTION: The high-vision moving picture test signal generator 1 for generating a high-vision moving picture test signal, i.e., a signal for testing the transmission condition of high-vision signals on a high-vision transmission line, using a moving picture test pattern, comprises a moving picture pattern recording means 3 for recording the level values of moving picture patterns, a cosine wave multiplying means 5 for multiplying the level value by a cosine wave to obtain a cosine wave multiplied level value, and a signal generating means 7 for generating a high-vision moving picture test signal such that the cosine wave multiplied level value is held for one horizontal synchronizing period and the start position for reading the cosine wave multiplied level value is changed every frame.
