PROBLEM TO BE SOLVED: To eliminate the traffic obstruction and reduce the cost of work by providing one or a plurality of wire reels rotated by handle operation on an upper frame, so that a wire having a hook metal fitting mounted at the tip can be wound and rewound. SOLUTION: When one side of a wire 3 is pulled forward from above a wire reel, the other side is pulled back from under. Thus, the wire 3 is delivered in two longitudinal directions by the fixed directional rotation of the wire reel and suspended down through guide rolls 4a and 4b. At this time, a hook metal fitting 14 at the end of the wire 3 is lowered, and a manhole lid W is lifted up and down through an eyebolt 15, whereby the lid W can be uniformly moved up and down. During the work, the lid W is lifted up so as not to move by a stopper 10, the stopper 10 is then released to travel the lid W on a rail 9 and unload it, and the next lid is lifted up, moved and unloaded. According to this, the work can be facilitated, so that the work can be performed with high safety by only one person.
