PROBLEM TO BE SOLVED: To decrease the number of calls being out of service, when there is a fault in a signal processing section (DSP). SOLUTION: In a disclosed speech control apparatus, a speech signal controlled by the relevant speech control apparatus is distributed to any one of signal processing control cards, the distributed call is distributed to any one of signal processing sections mounted on the signal processing control card, to which the relevant call has been distributed and the occurrence of fault in the signal processing section is detected. When the fault occurrence is detected, regarding the signal processing control card mounting thereon the fault signal processing section, the call processed by the fault signal processing section is distributed to any signal processing section, other than the fault signal processing section mounted on the signal processing control card. Furthermore, when a fault occurrence is detected, a call to newly start processing, after the relevant detection, is distributed to a relevant signal processing control section, other than the signal processing control section mounted with the fault signal processing section.
