<P>PROBLEM TO BE SOLVED: To provide a technology of stabilizing an amplification characteristic of amplification by an optical amplifier such as an EDFA attending transmission and processing of optical packets by optical packet multiplex transmission wherein the whole band of all wavelengths utilized by wavelength multiplex transmission is used for transmission of the individual optical packet and correcting distortion of the optical packets attending the transmission, the processing and the amplification without converting light into other medium. <P>SOLUTION: The amplification characteristic of the optical amplifier such as the EDFA is stabilized by properly inserting dummy optical packets to a packet sequence to make average energy in a short time almost constant. Since the dummy optical packets need no other information but information for identifying the dummy optical packets, the dummy optical packets can simply be produced. The distortion in the optical packets slowly changing with respect to the wavelengths can be corrected by measuring a degree of the distortion at some wavelengths of the optical packets and providing the optical packets through an optical correction circuit for best correcting the distortion.
