PROBLEM TO BE SOLVED: To suppress the consumption of a driving power source, and to promote effective utilization of the driving power source. SOLUTION: A mode is selected from a plurality of modes including at least modes of permitting and inhibiting the recording of dummy data in an information recording medium, and processing is carried out based on the selected mode according to the request of processing for recording dummy data in the information recording medium (step 401). When the capacity of the driving power supply of the information recording device is limited, the mode of inhibiting the recording of dummy data is selected, and by inhibiting the recording of dummy data expected to consume large power, the sudden consumption of the driving power supply and the unexpected cutting-off of the driving power supply are prevented.
