<p>PROBLEM TO BE SOLVED: To obtain good control performance even when effective head is changed, in a speed governor. SOLUTION: Means A5, A6, A7 for increasing and decreasing constants for proportional calculation, integration calculation, and differentiation calculation based on an effective head signal based on an intake port water level signal L1, an outlet port water level signal L2, and a guide vane opening signal G1 are provided, unlike the conventional apparatus in which an opening control of the guide vane is performed through the proportional calculation, integration calculation, and differentiation calculation by using a target speed signal, an actual speed signal, and a target load speed.</p> |
