PROBLEM TO BE SOLVED: To provide a novel easy-to-use adhesive tape manual cutter not using weights or electric power. SOLUTION: This device is featured in that it comprises a delivery roll part rotated by a manual handle, a feeding part sending out adhesive tape onto the delivery roll by torque of the delivery roll, a cutting edge cutting a necessary length of the cellophane adhesive tape when it contacts a cutting edge tip by lifting up a tip of a portion sent out by the delivery roll, and a pedestal part provided with the delivery roll, the feeding part, and the cutting edge.
