PROBLEM TO BE SOLVED: To provide a porous substrate constituted of a synthetic porous film which enables attainment of a printed image of high image quality being free from a plate making strain and also peeling and excellent in gradation properties and causes no ink stain on the rear of printing paper, and stencil paper for thermal stencil printing using the same. SOLUTION: The porous substrate is formed of a recess-shaped porous body of a synthetic resin constituted mainly of an epoxy resin and a polyvinyl acetal resin composition shown by the following structural formula (I), and it is formed of a W/O type emulsion in the present manufacturing method. The stencil paper for thermal stencil printing is obtained by laminating the substrate thus obtained on one side of a heat-sensitive film.
