The invention discloses a multi-card multi-standby communication terminal and a neighbor list maintaining method and device thereof. The neighbor list maintaining method comprises the steps of: when multiple cards residue in respective cells, extracting frequency point information in a neighbor list of at least one card; generating a frequency point list based on the extracted frequency point information; respectively measuring each frequency point in the frequency point list, finding out cells with signal strengths in former N strengths or cells with receiving signal code power of more than a preset threshold in all cells on each frequency point, and storing cell scramblers of the found cells and signal strength measurement values into the frequency point list, wherein N is a natural number; and synchronizing the frequency point list with the neighbor list of the at least one card. The neighbor list maintaining method can realize efficient management and maintenance of a plurality of neighbor lists, thus maintenance complexity and maintenance cost of the neighbor lists are reduced, and the multi-card multi-standby communication terminal obtains higher stability and better performance.
