PURPOSE: An image compression device and an image processing device including the same are provided to reduce deterioration of image quality at a boundary point of compression blocks. CONSTITUTION: A first compression unit(120) generates first compression data by compressing image data of a reference area in an input image. When a current compression area of the input image corresponds to a first pattern, a second compression unit(130) generates second compression data by compressing image data of the current compression area. When the current compression area corresponds to one of second patterns, a third compression unit(140) generates third compression data by compressing the image data of the current compression area.
