PROBLEM TO BE SOLVED: To solve the problems that, the power of radio signal which a terminal far from a base station transmits becomes large due to power control as compared with a terminal near the base station, the terminal's power consumption also becomes high as a result, and even while a non-communication monitoring function also has a good aspect of reducing the terminal's power consumption by shifting the status of the call of the terminal to "a disconnected state for only receiving radio signals from the base station", it cannot be said that only such reduction of power consumption is sufficient.

SOLUTION: The terminal incudes: a monitoring period changing function for changing the value (monitoring period) of a non-communication monitoring timer that the terminal has by feeding back information concerning radio signal conditions; and a non-communication monitoring function corresponding to the value (monitoring period) of the non-communication monitoring timer based on the fed-back result.
