PROBLEM TO BE SOLVED: To output a signal in a stable oscillation frequency independently of process variations or the ambient temperature without inviting complication or expansion of circuit scale. SOLUTION: An oscillation unit 1 comprised of a circuit of which an oscillation frequency (f) is in inverse proportion to a threshold voltage (Vth) of a transistor, is combined with a bias circuit 2 comprised of a circuit of which a bias current is in proportion to the threshold voltage of the transistor, oscillation frequency variations depending upon process variations of the threshold voltage are canceled, and a signal is outputted in the variation reduced stable oscillation frequency (f). Furthermore, oscillation output ON/OFF is controlled by an enable signal and during an OFF state, the oscillation unit 1 and the bias circuit 2 are set to a standby mode, thereby attaining power consumption reduction.
