PURPOSE:To make the device compact, light and to lower the cost by time base extending and recording a redundant period every channel so as to reduce the redundant period formed by assigning to the respective channels and making an occupied band for the channel narrower than 1/N. CONSTITUTION:A luminance signal Y from a filter 11 is sampled by the sampling clock CSY of a frequency in an A/D converter circuit 101 and converted into a digital signal in a time base converter circuit 100. The CSY is included in an input original video signal or generated synchronously with separately inputted synchronizing information. The output from the A/D converter circuit 101 is alternately written in I an II of memory 103 every horizontal scanning period. The writing to the memory 103 is carried out by the writing clock of the frequency f1 generated based on the CSY and stopped during a vertical redundant period r1 and a horizontal redundant period r2. Thereby, the compact size, the light weight and the low cost can be attained.
