PROBLEM TO BE SOLVED: To provide an information distribution system which can reduce server load and achieve more efficient server processes.

SOLUTION: In an information distribution system of the present embodiment, a portable terminal carried by a user is connected via a network with a server which transmits data information to the portable terminal. The portable terminal includes: a terminal status information acquisition section which acquires terminal status information; and a terminal status information transmission section which transmits the terminal status information to the server. The server includes: a terminal status information reception section which receives the terminal status information of the portable terminal; a status value calculation section which calculates a status value indicating the status of the portable terminal using the terminal status information; a status determination section which determines using the status value and criteria for determination whether the user of the portable terminal can respond if the server transmits data information; and a terminal management section which records the result of the determination in an information storage section.
