PROBLEM TO BE SOLVED: To provide a heat generating unit manufacturing method capable of obtaining a heat generating unit ensuring contact pressure between a tube and an ohmic heat-generating element and heat transfer performance between the tube and a fin without using an energizing member to realize low-cost improvement of heat generating performance of the ohmic heat-generating element. SOLUTION: The heating unit manufacturing method includes the brazing step of brazing the fin 12 to the tube 11, the inserting step of inserting an insertion unit 20 into an insertion space 11a and the pressing step of press-forming an edge part upper wall 114a and an edge part lower wall 114 to bend a main body upper wall 111 and a main body lower wall 112 toward the insertion space 11a to obtain the contact pressure exceeding a set pressure between it and the insertion unit 20.
