<p>PROBLEM TO BE SOLVED: To make smooth start-speedup control by starting a hydraulic turbine through an opening limiting signal out of a load limiter is a range from zero to start opening and speeding up the turbine by a speed command signal having the specified speedup ratio to be outputted from a speed setter until this turbine comes to the rated speed from the specified speed. SOLUTION: A speed setter 2' sets a speed command signal to a constant value of the specified value rate till a hydraulic turbine is reached to the specified value rate and it is outputted. A load limiter 7' is gradually raising an opening limiting signal till opening of a guide blade of the turbine becomes its start opening. in this state intact, the turbine gets rotating, and when it is speeded up to specified value rate, a specified value rate judger 11 outputs a specified value rate judging signal as turned to ON. With this judging signal, the speed setter 2' starts a speedup of the speed commands signal, but at a point of time, a three-element compound control signal is less than the opening limiting signal out of the load limiter 7', so that the opening of the guide blade is controlled as an opening commands signal, through which the turbine is stably speeded up to the rated speed.</p> |
